FCC Chairman Martin:

"Since 1996 the prices of every other communications service have declined while cable rates have risen year after year after year."

Chairman Martin is wrong and the FCC’s data is so flawed that it harmed 1/3 of US households, especially low volume users and seniors.

As explained in the report, this chart outlines that AT&T’s basic rate went from $.19 to $.42 while the FCC claims that the cost per minute in the US went from $.09 to $.06 by 2004. How can the FCC make the claim that service prices are dropping in the face of actual phone bill charges showing the opposite pattern.

The FCC’s number “blends” all users and does not have the details about anything but ‘high-volume’ users—representing less than 40% of America. The rest of America, over 60% have had increases, unseen by the FCC because of their bad, inaccurate data collection and analysis.

Here’s an actual phone bill page.
