And what did Verizon want and mostly get by promising to roll out fiber optic services, that were supposed to compete with cable services?  Verizon would no longer have a 'rate of return, i.e, -- the Bell companies would be freed and have 'deregulation'. Rate of Return examines the profits of the companies, while deregulation was to no longer have the regulators examine profits. What happened? Profits went through the roof.
