of $6.50 without any cost support. Meanwhile studies done
in 1998 indicate that the actual cost of this charge
should have been greatly reduced, not increased.

TRUE: The Federal Excise Tax was originally
applied to wealthy phone customers as a luxury taxed
tacked on to fund the Spanish American War in 1898.
